Well, just use Google image search and look for " Powerpuff Girls him " and you will most certainly find the character I was talking about.
As for the show, the Powerpuff Girls is an animated cartoon series and is about the three little girls Bubbles, Blossom and Buttercup who fight evil in the city of Townsville. They just came into existence when Professor Utonium tried to make the perfect girls out of sugar, spice and everything nice but accidentally added the so called chemical X. Well, That pretty much sums it up.

No problem about the info, it was aired in the end of the '90s/ early '00s in Germany so I believe it also was in the UK since it came from the USA.
